what are icao recommendations for a single controller working approach

    Anyone know what are icao rules or recommendations for a controller working approach radar and holding stacks as well , is it permitted to vector traffic into final yet at the same time holding several aircrafts in different holding stacks , any references would be great , thanks ...

    ICAO be damned. SAFETY sez 2 Controllers MINIMUM when there is NO expected traffic, them 3 controllers minimum. (supervisor/senior controller)
